Connecticut driver Luis Resto was charged after striking and killing 38-year-old tow operator Christopher Russell of Ellington on Interstate 91 in North Haven in May 2022, according to WFSB. Resto was later convicted of second-degree manslaughter with a motor vehicle and evading responsibility and sentenced to 15 years suspended after 8 years plus probation.
