Federal court sentenced former Detroit Police Lt. John F. Kennedy, who had run the department's internal affairs unit, to two and a half years in prison for taking towing bribes from an undercover FBI agent as part of the FBI's Operation Northern Hook investigation into Detroit Police towing, according to the Detroit News and federal prosecutors. Former Councilman Andre Spivey had been sentenced to two years for accepting towing bribes the prior year.

Operation Northern Hook should be required reading for every operator on a city or county rotation list. The FBI is willing to put an internal affairs unit chief in prison; that is the ceiling, not the floor.
